Leaking veins (holes) in neck

I was born with two holes in my neck (veins) which leak clear fluid when I cry and occasionally build up with clear fluid. I had an x-ray when I was 3 or 4 years of age and my parents were told that the veins were too entangled to be safely repaired. Occasionally, one side becomes red. Can you please tell me more about this abnormality and what type of specialist would be appropriate to follow up with.

Thank you.

This sounds like a congenital abnormality related to particular ducts and tracts that develop while you were in utero. These are typically not vein related, but something such as a thyroglossal duct cyst. I would recommend you see a pediatric surgeon.
