Passing out after short coughing stint

Question:

my sister starts to cough just a few times then as she says she just goes away she then passes out without typical dizziesness weakness only to about 15 seconds later regain concisness

Answer:

This is most likely something called "cough syncope."  The coughing causes increased pressure in the chest and decreases blood flow to the heart.  This results in decreased blood pressure and passing out.  This is generally not a life-threatening condition, but she should see her doctor to confirm that this is the diagnosis.
