Yes, definitely! A kidney or bladder infection, especially if there is a fever, could cause confusion in someone who is elderly and who may have some underlying degree of confusion already. This could indicate a very serious infection, but even a mild infection can throw an elderly person into a great deal of confusion.
It would be best for you to get the person to see someone quickly, especially if he has a fever, is chilling or sweating, or if the urine from the catheter is cloudy.
