Pain in Base of Skull & Neck

Question:

My 80 year-old mother is having shooting pain from about 3" up from the base of the skull a little right of center down her neck just past the shoulder area. I think it is a pinched nerve, but... I was talking to her and she tensed up and cringed then complained of the pain. She will not go to the doctor. Is there anything I can do to help her releive the pain? She is in fairly good condition otherwise.
