Question:

Can Azelic acid be mixed with minoxidil in hair spray formulation ? will the preparation remain stable ?

Answer:

Minoxidil has many uses, one of which is to treat baldness. Azelaic acid is typically used to treat acne and some skin pigmentation irregularities. Azelaic acid may help with baldness, however there is only one clinical trial with only 15 patients to support its use for this indication. Chemical stability testing would require a chemistry lab and intense testing. 

 
In cases like this, it is impossible to say with any certainty whether the two compounds would be chemically stable, how long they would be stable, and whether any harm could come from mixing the two chemicals. I do not recommend mixing them.
