Question:

Is it possible for one to be menstruating but not ovulating?

Answer:

If you have normal menstrual cycles (every 23 to 35 days, lasting for 2-7 days), you are probably ovulating if your cycle length is relatively constant (i.e. always occurring around  every 25 days, or always occurring around every 30 days).  Other symptoms of ovulation would include cramping during the middle of your cycle, as well as breast tenderness, mood swings, bloating, etc before your period starts.   Some women can have periods without ovulating, but usually, these are not within the normal range.
